honesty, transparency, efficiency and effectiveness, and enhancing the quality of
life. Nonetheless, despite the numerous benefits of public procurement law on the
economy, ensuring that officers adhere to it is still a main challenge. In many
instances, public procurement officers engage in unlawful acts for financial gains or
due to nepotism. They defy the principles of procurement code of conduct including
accountability, efficiency and effectiveness, legitimacy, professionalism, integrity
and impartiality, transparency, responsiveness, fairness, competition, and review and
appeal of rights. The authors recommend that all organisational units and
governments adopt public procurement system and emphasise on adherence to its
rules and regulations. It is only through adherence to public procurement regulations
that the governments and organizational units can achieve maximum economic
                    growth and development.
