cluster approach should not be implemented only by high level of

governmental agencies; in contrast the process should involve local
authorities and organizations. Clustering process provides the basis for

continues stable conditions for the regions and less dependence on
external funding for assistance of continues development. Practically in

the depressive regions each designed cluster is considered only for some

particular sector for some particular period of time.
During application of cluster method the governmental bodies

should consider the following aspects:
• Organization of effective performance of governmental bodies in

social protection of the population

• Realization of measurements in respect of prevention of
bankruptcy of companies;

• Regulation of migration

• Influence extraordinary events/cases
• Provision of governmental assistance for realization designed

clusters;

• Regulation of property relations within the clusters;
• Regulation of land relations

• Formation and utilization of budget and taxation;

• Signature of multisided agreements.

transitional period and simply during regressive period is possible only

in cases when following principles are satisfied:
1. Orientation to goals. No mechanism should stay indifferent in respect

of its regulation objective; in this case consideration of reality is very
important and reanimation of depressive regions should the ultimate aim.
