Abstract
The article describes the analysis of specifics of regional innovation strategy’s
formation, regional and industrial development problems, responsibilities and
principle of innovation policy of the government. At the same time the article
provided information about the realization of various measurements based on
regional development modules, basic formation stages of regional innovation
strategy and the role of entrepreneurship in formation of this strategy.
Key words: the economics of regional innovation, special economic zones, the
innovation policy of the government, regional innovation strategy, the regional
innovation strategy of entrepreneurship.

Introduction
In recent years the economy of Azerbaijan switched from raw material basis
to innovation. Nowadays in order to develop the suitable conditions for
development of competitive industry based on innovations and high technologies
the projects like necessary measurements in respect of implementation of Decree
on “Establishment of Sumgayit Chemical Industrial Park” and “Establishment of
Balakhani Industrial Park in Baku” were realized. Notwithstanding this fact most
